Basin Electric Power Cooperative, headquartered in Bismarck, is the backbone of that same exposure on the generation and transmission side — a coal, wind and gas generating fleet spread across nine states, with its own switchyards, substations and 345kV transmission lines run out of North Dakota. Wind has grown fast enough here that maintenance crews now split their week between a coal-fired plant's switchgear room and a wind farm's collector substation, and the shock and arc-flash boundary rules don't change between the two — only the equipment does. A licensing state with a short weather window and crews on rotation

North Dakota falls under federal OSHA, with no State Plan. Licensing is a different matter: the North Dakota State Electrical Board licenses electricians and requires continuing education at renewal, and the state is comparatively strict about electrical work being performed by licensed personnel.

As everywhere, the license and the employer’s training record answer different questions. The Board’s license says the individual met a trade standard. The training record is what shows an employer identified the hazards at a specific site and prepared the worker for them — and it is the record that gets requested after an incident.

Generation and distribution run through Basin Electric Power Cooperative, Minnkota Power Cooperative and Montana-Dakota Utilities, with the lignite-fired plants and the mines that feed them clustered around Beulah, Center and Underwood. West of there, the Bakken oilfield in the Williston Basin carries the state’s other concentration of energized work.

The Bakken staffing model is the detail that changes how training gets delivered: much of the workforce runs multi-week rotations, so a class scheduled without reference to the rotation reaches half a crew.

Scheduling note: Two constraints stack here. Winter travel between Bismarck, Minot and the Williston Basin is genuinely unreliable from November through March, and rotational crews change out on a fixed cycle. Schedule onsite sessions to land on a crew-change week, in the May–October window where the work allows it, and hold a backup date.
