Wind has grown fast enough here that maintenance crews now split their week between a coal-fired plant's switchgear room and a wind farm's collector substation, and the shock and arc-flash boundary rules don't change between the two — only the equipment does. North Dakota falls under federal OSHA, with no State Plan. Licensing is a different matter: the North Dakota State Electrical Board licenses electricians and requires continuing education at renewal, and the state is comparatively strict about electrical work being performed by licensed personnel.

The training record is what shows an employer identified the hazards at a specific site and prepared the worker for them — and it is the record that gets requested after an incident.
