Energized Electrical Work Permit: What It Is, When It’s Required — and a Free Generator

01What an energized electrical work permit is

An energized electrical work permit (EEWP) is the document 2027 NFPA 70E requires before qualified persons work on exposed conductors or circuit parts that have not been placed in an electrically safe work condition. In the 2027 edition — the current edition, in effect since May 6, 2026 — the permit requirement lives at §130.3. One housekeeping note for anyone updating a written program: Article 130 was restructured in the 2027 revision cycle, and the permit moved to §130.3. If your procedures still cite “130.2” as the permit section, that citation is left over from the old numbering and should be corrected. An energized electrical work permit is not paperwork that authorizes danger. It is a forcing function. It makes someone write down, in advance and in their own name, why this work cannot be done de-energized — and it makes a second person with authority sign that they agree.

That is the entire mechanism. Most of the value is extracted before anyone picks up a tool, in the twenty minutes it takes to fill it out honestly. The plants where energized work goes wrong are almost never the plants with a rigorous permit. They are the plants where the permit is signed in the truck on the way to the job, or where nobody signs one because troubleshooting got quietly reclassified as something other than energized work.

02When the 2027 edition requires a permit — and when it doesn’t

Under §130.3, an energized electrical work permit is required and documented in two broad situations: when work is performed within the restricted approach boundary of exposed energized conductors or circuit parts, and when an employee interacts with equipment in a way that increases the likelihood of arc flash injury even though no conductors are exposed — think racking a breaker or operating equipment that is in questionable condition. If either describes the job, the permit comes first.

Just as important is what does not require a permit. De-energized work needs no EEWP — that is the entire point of establishing an electrically safe work condition. And the 2027 edition carves out a short list of permit exemptions for qualified persons, summarized in the callout below. Read the exemptions narrowly. They remove a form, not a hazard.

!Diagnostics are energized work.

Troubleshooting, voltage testing, and thermography on exposed energized parts are energized work. The 2027 edition carves out exactly four situations where a qualified person can skip the permit — and only the permit: testing, troubleshooting, and voltage measuring; thermography, ultrasound, or visual inspection where nobody crosses the restricted approach boundary; walking through to get somewhere else, with no electrical work and no boundary crossing; and housekeeping or other non-electrical tasks done outside the restricted approach boundary. That list is in §130.3, and it is shorter than most programs assume. An exemption removes the paperwork, not the risk. The shock and arc flash risk assessments still happen, and the PPE still goes on.

03Why energized work is the exception, not the rule

The philosophy underneath the whole permit system is simple: the standard is built around de-energizing first. Establishing an electrically safe work condition is the default answer to nearly every electrical task, and energized work is the fallback — tolerated only when de-energizing would introduce additional or increased hazards, or is infeasible because of equipment design or operational limitations. A hospital’s life-safety ventilation with no alternate source is a candidate. A conveyor line that would miss a shipping deadline is not.

That is why the justification block is the heart of the permit, and why this generator refuses to soften it. Production schedule, customer preference, inconvenience, and cost are not infeasibility — and a permit built on one of them is not a safety document; it is a liability document with signatures on it. OSHA reaches the same destination from the other direction: an employer who sends workers into a recognized electrical hazard that could have been eliminated by de-energizing has a General Duty problem, permit or no permit. When neither justification honestly applies, the right outcome is not a better-worded form. It is a lockout.

04What a strong permit documents

2027 NFPA 70E does not force every employer onto one universal form, and permit formats legitimately vary from site to site. Treat what follows as practice guidance — the working consensus of what a permit needs to capture to do its job — rather than a code-mandated field list. A strong permit documents:

  • The task, specifically. Equipment identifier, location, and a description of the work as a task, not a goal — “voltage-test control circuit at TB-3,” not “troubleshoot conveyor.”
  • The justification, in concrete terms. Which of the two bases applies and exactly why, written so it survives being read aloud later.
  • The hazards identified. Shock and arc flash risk assessment results: system voltage, incident energy at the working distance, and where those numbers came from.
  • Boundaries. The limited approach, restricted approach, and arc flash boundaries for this equipment, and how unqualified persons will be kept outside them.
  • PPE and protective measures. The actual clothing system, gloves, face and head protection, insulated tools, and barriers — specified, not abbreviated.
  • The emergency response plan and the briefing. Who responds, how, and evidence the crew was briefed on all of the above before the enclosure opened.
  • Approvals and an expiration. Signatures from the people doing the work and the people with the authority to say no — and a point at which the permit dies and the conversation happens again.

Only two justifications exist.

De-energizing introduces additional or increased hazards, or is infeasible due to equipment design or operational limitations. Production schedule, customer preference, inconvenience, and cost are not infeasibility. If you cannot honestly select one of the two below, the answer to this job is to de-energize it.

Then this job does not get a permit. If neither justification honestly applies, the work must be performed in an electrically safe work condition. This is the single most important decision on the form, and the one most often reverse-engineered to fit a schedule. Establish an electrically safe work condition per Article 120 and proceed.

Write this as if it will be read aloud in a deposition. It may be.

06The permit, the job briefing, and the emergency plan are one system

A signed permit that lives in a binder protects no one. The permit does its work when its contents flow into the job briefing — the conversation the crew has before the enclosure opens. A 2027-grade briefing covers the specific task’s hazards: the incident energy at the point of work, the PPE that number demands, where the approach and arc flash boundaries fall (the arc flash boundary being the distance at which incident energy drops to 1.2 cal/cm²), how the energy sources are controlled, and the emergency plan — including where the standby person stands. Every one of those items should already be on the permit. If the briefing surfaces something the permit missed, the permit was wrong, and it gets fixed before the work starts.

The 2027 edition tightened the emergency side of this system considerably. Under §130.2(A)(2), when the permit specifies electric shock or arc flash PPE, at least one additional person must be present — trained to the emergency response requirements of §110.4(C)(1) (release from contact, CPR, and summoning help) and positioned outside the limited approach boundary or the arc flash boundary, whichever is greater. That person is standby rescue, not an extra set of hands; a second worker inside the boundary does not satisfy the requirement. The full breakdown is in the 2027 additional person requirement guide.

And the emergency response plan itself has to be settled before the work begins, not improvised after a flash: who releases a victim in contact, where the rescue hook and AED are, who calls from what phone, and the actual path EMS will take into the building.
