Who licenses the work in Florida, and who runs the wires

Florida licenses electrical contractors at the state level through the Department of Business and Professional Regulation’s Electrical Contractors’ Licensing Board. Individual journeyman and master electrician licensing, though, is handled locally — Miami-Dade, Broward, Hillsborough and Duval each run their own competency programs with their own renewal cycles.

The practical effect on a contractor working three counties in a month is that the crew carries three different local cards. None of them is a substitute for the employer’s electrical safety training record. OSHA does not ask which county issued the competency card; it asks who trained the worker, on what, and when.

The generation and distribution side is concentrated: Florida Power & Light, Duke Energy Florida, Tampa Electric and municipal utilities including JEA in Jacksonville and OUC in Orlando. Add the cement and building-materials corridor through Central Florida and the phosphate operations around Bartow, and a large share of the state’s energized-work exposure sits with a small number of employers running continuous processes.

Those employers schedule maintenance around production, not around training calendars. That is the constraint worth planning for.

Scheduling note: Hurricane season runs June through November, and mutual-aid restoration pulls line and contractor crews out of state on a few days’ notice.
